Call for evidence on Universal Credit – deadline 27 July
It is important that as many people and organisations respond to the Social Security Advisory Committee call for evidence as possible on whether Universal Credit and related regulations are coherent as whole and whether there are gaps and/or unintended consequences.

Your views are being asked on the following regulations:
The draft Universal Credit Regulations 2012 and Housing Benefit (Benefit Cap) Regulations 2012
- Universal Credit, Personal Independence Payment and Working-age Benefits (Claims and Payments) Regulations 2012
- Universal Credit, Personal Independence Payment and Working-age Benefits (Decisions and Appeals) Regulations 2012
- Jobseeker’s Allowance Regulations 2012
- Employment and Support Allowance Regulations 2012
The specific areas that the committee are asking for views on are:
Universal Credit Regulations 2012:
- the rules and arrangements for EU migrants;
- support for mortgage interest;
- self employment and the minimum income floor;
Universal Credit, Personal Independence Payment and Working-age Benefits (Claims and Payments) Regulations 2012:
- the implications of a substantial shift to online claiming;
- the date of claim and backdating;
- the payment period;
Housing Benefit (Benefit Cap) Regulations 20121:
- the links with in-work rules, for example on the grace period;
- the potential impact of the cap across a range of policy areas other than social security; and
- the implications for the monitoring and evaluation of the impact of the cap and any necessary areas for mitigation.
