Double Disadvantage

‘Doubled Disadvantage’, a publication drawn from the experiences of Citizens Advice Bureau (CAB), clients, reports disabled people were often dealing with a double disadvantage that caused or substantially contributed to the financial difficulties they experienced.

The report highlighted common causes of debt problems amongst disabled people, which include:

  • Being less likely to find work
  • Having persistent low incomes
  • Financial exclusion, including benefit problems
  • Daily living costs related to illness and disability

CAB’s evidence highlights how disabled people in financial difficulties face additional problems when service providers (both public and private) fail to recognise their needs or make reasonable adjustments in a consistent way, despite the legal requirements under Section 20 of the Equality Act 2010 to do so.
