Portability of Social Care bill – Gives freedom to move

A new bill could enable disabled people to move home to another local authority in England or Wales without having to renegotiate social care support.

A disabled peer’s social care portability bill would place duties on councils to work together to ensure disabled people have equivalent care and support in place when they arrive at their new home, rather than having to renegotiate their package from scratch.

Disabled people have the human right to move around the country, to take up job or education opportunities, or to be close to friends and family, and their care package should move with them. Baroness Jane Campbell, has introduced a private members bill which recently received its first reading in the House of Lords. If successful this bill would provide this fundamental right.

The government has indicated that it wants greater ‘portability of assessment’. However, this would only ensure that disabled people do not need to be reassessed when they move and would not secure the same level of support in their new home.
Inclusion London believes the government should support the bill, so that disabled people are given the human right of moving their home to any area in England or Wales with the same package of care automatically put in place in their new home.
